The Barley Mill Plaza proposal is to redevelop and remove the existing 1,012,149 square feet of gross floor area (GFA) and construct 2,940,000 GFA in a mixed use development of residential, once and commercial on 95.988 acres, in an OR (Once Regional) zoning district.

The Stoltz proposal appears to include 29 buildings for the Barley Mill Plaza site. The number could increase or decrease slightly, depending on whether some of the multiuse buildings would be considered connected. There is one 10-story structure, one 9-story structure, four 8-story structures, two 7-story structures, six 6-story structures, two 5-story structures, two 2-story structures and eleven 1-story structures. Again, that number may vary slightly, because several of the buildings have multiple levels. Please consult the plan for location and uses.

The traffic on Route 141 is likely to triple. The square footage is proposed to increase from 1 million to 3 million square feet. Please carefully study this DelDOT letter in advance of Wednesday’s meeting.

There are two agencies where we must focus our communications: The New Castle County Land Use Department and the State Department of Transportation. The public commented to New Castle County at the July 1 Public Hearing. Now it is time for us to speak directly to the State Department of Transportation.

The State Department of Transportation is currently formulating its method of analysis and our input can make a difference. Review again DELDOT's 5/29/08 scoping letter and then read Chris McEvilly's concise and focused testimony before the County Planning Board and Land Use Department, appended below. Comments can be directed to Troy Brestel, DELDOT Project Engineer, who has been assigned to this application with copies to Secretary of Transportation Carol Ann Wicks, DELDOT Planning Manager Ralph Reeb, DELDOT Assistant Planning Manager Ted Bishop, Senator Charlie Copeland, Representative Gerald Brady and to Bob Weiner.
